This is the earth station and ship to ship microwave antennas. These antennas are used to link the constellation to the ground stations and also to relay data from one satellite to another as they move about in the constellation.
This image shows more ship to ship antennas then are actually on the real satellite, it is done so you can see the front and back detail.
